Do not blow your balloon up all the way. Then tape the cardboard beak in place.
Start at the back of the balloon and add a row of liquid glue and then your feathers.
Then add another layer of feathers...
and then another until you reach the beak.
Paint the beak and add goggle eyes.
You have a balloon bird.
